Contractors selected for £150m Lincolnshire highways framework

Lincolnshire County Council has appointed 13 contractors to a new highways framework worth up to £150 million, which will oversee road improvement, maintenance and resurfacing projects across the county over the next four years.

The refreshed framework brings significant changes to the contractor lineup, with JN Bentley, Colas and Keltbray no longer included. In the resurfacing category, Aggregate Industries, Breedon and Cemex Paving have also exited the framework.

The agreement will support a wide range of highways projects, including junction improvements, drainage upgrades, bridge refurbishment schemes, new highway infrastructure, roundabouts, access roads and resurfacing works on key routes throughout Lincolnshire.

Lot 1 – General Works (£0–£1.5m) – £22m

The successful contractors are:

• Daniel Charles Construction*
• Fox (Owmby)
• Holcim UK*
• PBS Construction (North East)*

* New entrants to the framework.

Lot 2 – General Works (£1.5m–£6m) – £67m

The major civil engineering lot includes:

• Breheny Civil Engineering
• CR Reynolds
• Danaher & Walsh*
• Jackson Civil Engineering
• Winvic Construction

Breheny, Jackson and Winvic retained their positions, while CR Reynolds and Danaher & Walsh joined the lot in place of Colas and Keltbray.

Lot 3 – Major Highway Resurfacing Works (£0–£6m) – £91m

The resurfacing framework includes:

• CR Reynolds
• Hanson Quarry Products Europe*
• Holcim UK*
• Tarmac Trading*
• Thomas Bow

This category saw the largest changes, with three existing suppliers leaving the framework and being replaced by Hanson, Holcim and Tarmac.

Under the new arrangement, future schemes will be awarded through competitive mini-tenders, with framework contractors bidding for individual projects as they become available.

The framework will remain in place until January 2030 and is intended to provide a long-term procurement route for a steady programme of highways and resurfacing works across Lincolnshire.
