David Bowie Appointed Business Leader for London Highways
Parsons Brinckerhoff the global engineering consultant has appointed David Bowie as business leader for its London Highways team within the companys expanding Highways Transportation and Asset Management business.
Prior to joining Parsons Brinckerhoff Bowie was Head of Service for Traffic Management at Central Bedfordshire Council holding the statutory position of Traffic Manager. He has over 23 years of experience in traffic and highway engineering with proven ability in managing large teams motivating and developing others to exceed financial targets and service delivery expectations. At Bedfordshire he was awarded the Prince Michael of Kent Road Safety Award for innovative educational casualty reduction schemes for schools in September 2008. Prior to this he ran the network improvement design teams for consultant Mouchel working on its commissions for the Highways Agency and Scottish Executive.
As a traffic engineer he has a strong specialism in road safety engineering traffic management; training & publicity and on & off street parking management and enforcement. He also has experience in developing local authority strategy and policies in areas such as freight parking congestion road safety & casualty reduction road safety audit policy and procedures network management winter maintenance and asset management policy.
Bowie will be running Parsons Brinckerhoffs London Highways team using its experience gained from developing the London 2012 Olympic Route Network and its current delivery of the structures and tunnels programme for Transport for London (TfL). He will also be developing work with the Highways Agency TfL and the London Boroughs.
He will be based in Parsons Brinckerhoffs Liverpool Street office looking after the team of 30 highways and traffic engineering specialists. He is a Member of the Chartered Institute of Highways and Transportation.
