HTM – The XII Alliance Collaboration Expands in 2026

Roadside Technologies and Traffic Group Signals have joined a formal collaboration between three NHSS 12 specialists, bringing in-house design software and two new abuse-deterrent products developed for road closures.

Formed in 2020, the XII Alliance is a formal, strategic collaboration between three independent specialists within the traffic management sector: Consilium Technical Services, Up To Speed Training & Assessments, and Highway Traffic Management (HTM).
Driven by a shared history and over a decade of working closely together, the alliance brings together expertise specifically aligned to the National Highways Sector Scheme 12 (NHSS 12) – delivering a complete, end-to-end “3-in-1” package across traffic design, technical training, and physical operational delivery.
Far more than a standard commercial partnership, the XII Alliance has achieved individual and collective certification to the ISO 44001 standard for Collaborative Business Relationship Management. This accreditation provides their clients with the ultimate assurance that their systems, governance, and organisational cultures are strictly aligned to drive joint value creation, mitigate operational risks, and champion best practices across the industry.
For 2026, they have welcomed two new collaborative partners to further enhance their industry offering, with the addition of Roadside Technologies and Traffic Group Signals (TGS).
“The collaboration with these two industry-leading equipment manufacturers brings new knowledge and expertise to the alliance,” said HTM’s Head of Development, Danny Thorn.
TGS, as market leaders in portable and temporary traffic signals, offer a different way to look at signalisation requirements, supported by their in-house design software and service offering, which directly feeds into the design work that Consilium undertake and the work delivered by HTM.
Roadside Technologies, as leaders in roadside technology products widely used across the UK, have supported HTM to develop two new products: a CCTV unit with a screen to deter abuse at road closures and an adjustable pedestrian gate to mitigate the risk of vehicles mounting kerbs and verges at road closures. Both these innovations were showcased at HTM’s Staying Streets Ahead event earlier this year, receiving positive feedback and suggestions around further development from industry representatives.

Tom Miles, of TGS, said:
“TGS, as market leaders in portable and temporary traffic signals, prides itself on a unique approach to signalling that prioritises efficiency and safety for all road users. Their in-house design software and professional services offering directly feeds into the design work that Consilium undertake and works delivered by HTM.”
Andy Leigh of Roadside Technologies said:
“It’s great to be able to collaborate with the XII Alliance. Recent development of two concept products for HTM are real indicators of the forward-thinking approach taken by HTM and the alliance, which we’re proud to support. It’ll be exciting to see what value we can add working with them to increase the use of existing technology and new innovative products within the sector.”
Andrew Gardner, General Manager at Consilium Technical Services, added,
“The addition of Roadside Technologies and Traffic Group Signals reinforces the collaborative strength of the XII Alliance. By bringing together industry-leading expertise across design, training, operational delivery and innovative technologies, we can continue to provide our clients with practical, forward-thinking solutions that enhance safety, efficiency and service delivery across the traffic management sector.”
These two partners are the first to be introduced to the alliance, both completing a Memorandum of Understanding to outline mutual goals, with plans to introduce other supplier expertise over the coming years.
Up to Speed Training & Assessment’s Associate Director, Simon Booth, said,
“Since its inception in 2020, the 12 Alliance has provided a great collaborative platform, bringing together different perspectives to look at ways of improving many of the sector’s requirements.
“With Traffic Group Signals and Roadside Technologies joining the Alliance, we’re further strengthening our collective expertise and the relationships across the industry. This assists us in enhancing our training packages, enabling us to share the latest technologies and innovations with the wider industry.
“The next chapter is incredibly exciting, and I’m looking forward to seeing what we can achieve together.”
