Kier secures £700m highways and infrastructure contract

Kier has secured a significant win with a highways and infrastructure contract valued at up to £700 million. The company has been appointed by Norfolk County Council to deliver its long-term programme of road and infrastructure services.

The partnership, due to start on 1 April 2026, will run for an initial term with the option to extend to a total of 14 years. It forms part of Kier’s broader strategy to expand its presence across the UK’s national highways and maintenance sector.

As part of the agreement, Kier will be responsible for managing and maintaining Norfolk’s 9,836 km network of roads. This includes surfacing and planned maintenance, bridge and structural works, temporary works design, surface dressing, and cyclical maintenance tasks such as drainage cleaning and grass cutting.

The contract aims to keep the network well maintained, strengthen its resilience to the effects of climate change, and meet the demands of the county’s future growth.

In addition to operational delivery, Kier will work alongside the council to drive sustainability, innovation, and community benefits. This includes encouraging active travel, creating training and employment pathways for local people, and providing opportunities for care leavers to develop skills.

James Birch, managing director for Highways at Kier Transportation, said the appointment marks the beginning of a “hugely important strategic relationship between Kier Transportation and Norfolk County Council.”

He added, “We understand the importance of providing a service that leaves a lasting legacy and is also bold and focused on helping local communities to thrive.

“We will create local job opportunities, support local SMEs and supply chains, and our service will focus on innovation and working collaboratively to provide a safe, reliable and sustainable highways network for the county.”

The announcement follows a period of strong performance for Kier, with its infrastructure business continuing to grow and expand its order book, reflecting its increasing role in the UK’s highways sector.
