TMCA – Supporting Launch of RAISE to Tackle Roadworker Abuse and Vehicle Incursions

The Traffic Management Contractors Association (TMCA) is supporting the launch of a new industry initiative designed to improve the reporting and understanding of abuse and vehicle incursions experienced by roadworkers across the UK network.

Known as RAISE – Roadworker Abuse  Incursion Safety Exchange, the platform has been developed by TMCA members to provide a structured way for organisations and individuals within the sector to record and share incident data. 

The aim is simple but important – to build a clearer, evidence-based picture of the risks faced by those working on the road network and to support action that will improve safety across the industry.

Traffic management operatives play a critical role in keeping the UK’s roads safe and operational. 

However, those working within temporary traffic management environments are increasingly exposed to abuse from road users and dangerous vehicle incursions into live work zones. While such incidents are often discussed across the industry, historically there has been limited centralised reporting that allows patterns, frequency, and trends to be properly understood.

RAISE has been created to help address that challenge.

A Platform for Insight

The Roadworker Abuse & Incursion Safety Exchange allows incidents to be logged in a consistent format, helping to capture important information about where and how abuse or incursions occur. By sharing this information across participating organisations, the platform will help build a stronger evidence base for the sector.

This collective approach enables the industry to move beyond anecdotal evidence and instead work with reliable data that can inform safety improvements, operational decisions, and future policy discussions.

The name RAISE reflects the purpose of the platform:

R – Roadworker
A – Abuse
I – Incursion
S – Safety
E – Exchange

At its core, the initiative is about exchanging information to raise awareness and ultimately improve the safety of those working on the road network.

Supporting a Safer Working Environment

Roadworkers often operate just metres away from live traffic, frequently in high-speed environments and sometimes during night-time operations. While robust safety procedures, planning, and equipment are used to mitigate risks, incidents involving aggressive behaviour from road users or vehicles entering work areas remain a serious concern.

By providing a platform for the consistent reporting of these events, the industry can better understand where risks are greatest and where additional measures, awareness campaigns, or operational changes may be needed.

Importantly, RAISE also helps highlight the human side of the issue. 

Behind every cone, barrier, and traffic sign are individuals working to keep the road network safe for others. Ensuring their experiences are recorded and acknowledged is a crucial step in strengthening protections for the workforce.

An Industry-Led Initiative

One of the most significant aspects of RAISE is that it has been developed from within the industry itself. 

TMCA members have played a central role in shaping the platform, reflecting the sector’s proactive commitment to addressing safety challenges collaboratively.

By sharing data and insight, organisations can work together to identify trends, highlight emerging risks, and collectively push for improvements that benefit the entire workforce.

The TMCA believes that initiatives like RAISE demonstrate the strength of collaboration within the temporary traffic management community and the willingness of its members to take practical steps to improve working conditions across the sector.
